With the protection and rescue plan, measures and activities are undertaken for the prevention and mitigation of the consequences of disasters. The organized and coordinated process is used for the purpose of protection and rescue of people, material and cultural goods and securing the most basic conditions for life.
It is prepared on the basis of the assessment and adopted no later than 90 days after the assessment is adopted; it is updated with changes in the risk assessment. The protection and rescue plan is obligatory for all legal entities that are subject to the obligation to prepare the assessment.

What is the protection and rescue plan?
Protection and rescue plan is a document that plans measures and activities for prevention and mitigation of disaster consequences, as well as the capacity and means of the subjects of the system of disaster risk reduction and emergency management, their organized and coordinated use and action in emergencies with the aim of protecting people, material and immaterial goods, as well as ensuring basic living conditions. Entities that are obliged to have a disaster risk assessment are also obliged to prepare a protection and rescue plan.
What law regulates this area?
Disaster risk assessment is regulated on the basis of the Law on Disaster Risk Reduction and Management of Emergency Situations ("Official Gazette RS" No. 87/2018), in accordance with the Directive on the Methodology of Preparation and Content of Disaster Risk Assessment and Protection and Rescue Plan ("Official Gazette RS", No. 80/2019).
Who is required to have this document?
The protection and rescue plan is obligatory for all those subjects who are subject to the duty of disaster risk assessment. The protection and rescue plan is prepared on the basis of the disaster risk assessment and adopted no later than 90 days after the adoption of the risk assessment - it is regularly adjusted to the changes in the risk assessment.
Who is authorized to issue this type of document?
Plan of protection and rescue is issued by legal entitites authorised for issuing Estimates of catastrophe risk and Plans of protection and rescuing, as well as employees with indefinite contracts who posess licences for issuing catastrophe risk Estimates and Plans of protection and rescuing.
How long is the protection and rescue plan valid?
The protection and rescue plan is periodically updated according to needs and new circumstances. It is reissued every three years, and if circumstances change significantly, then earlier according to the disaster risk assessment.
Foreseen penalties
The Law on Disaster Risk Reduction and Management of Emergency Situations " Official Gazette RS, No. 87/2018) provides for the following penalties.
A fine of RSD 100,000 to 1,000,000 RSD shall be imposed on entities if:
- They do not prepare the protection and rescue plan, or do not update it (§ 17, par. 7);
- They prepare the disaster risk assessment and the protection and rescue plan, and has no authority to prepare the disaster risk assessment and the protection and rescue plan (§ 19, par. 1).
A fine of RSD 50,000 to RSD 100,000 shall be imposed on competent persons in a state organ, organ of territorial autonomy, or organ of local self-government or municipality, if:
- They do not take the disaster risk assessment, disaster risk reduction, or disaster risk reduction, or protection and rescue plan(§ 28, para 1, Z 7 and § 29. para 1. Z 2).
